- It's not a blockquote in the original article, just indented text. The very same style can be seen, for example, in https://www.midilibre.fr/2018/12/24/rugby-pour-kelian-galletier-du-mhr-les-mecs-ne-lachent-pas,5993819.php so it's not possible to identify every one of these items as a quote.

Also, if this whole block were turned into a blockquote, the real blockquote inside ("Il n'y a aucun doute que des gens sont morts après s'être vus prescrire ces produits de façon inappropriée") would make the page unsupported because "Element <blockquote> is not supported in <blockquote>".
