- Being too dynamic would just be a case that handling as <related> would not be obligatory.
For acceptable issues:
"Other “More" links are identifiable and not either removed or formatted as “Related articles”."
In this case, they are handled as <related> though, which is still okay.
So removal or handling as <related> should be okay in this case.

It's true that the Checklist says that issues regarding "related articles" bit being static or thematically related *enough*. But doesn't mean that any block of links will do as a <related> material. Links still must be identifiable as "related" to be suitable.
The Checklist lists which kinds of links are not suitable. Specifically:
- (Consistently) random unrelated articles.
- Dynamic lists of “Latest articles from this category”.
These in-cut blocks always contain random articles from a category, which actually matches the two claused above.
