Not formatted as blockquote.

- These shouldn't be formatted as blockquotes, because they contain attribution inline (" – отметили в МЧС."), that cannot be identified and put in <cite>. Italics is preserved.

- Since the text can be identified as a quote (p class="TextQuot"), it should be formatted as blockquote in the IV. It's acceptable that "– отметили в МЧС." text won't be a cite

This class denotes only formatting that is preserved, not semantics. Also, this is not what blockquotes are intended for - it is expected that the whole content of the block is, well, a quote.
