I believe, admin has accepted an issue for an old report you're referring to, because those template had much more problems, than just a missing graph. Or admin may just accidently misunderstood the problem.

- Yes, as Raptor points out, the templates back then had more issues. The chart's title and text block can be supported by moving the text above the chart, however, in the end, the numbers on the chart itself (that define the points for each axis) are all missing.
So the chart itself does not make much sense and essential content is lost.
It is better to not generate an IV if essential content is missing, than to generate an incomplete IV.
