I think using <related> isn't appropriate for the references in this case.

1.Articles are formatted like a scientific publications. There are a lot of references to other scientific papers (and can be without link like a second item in this article).

2. Reference's text is important in this case because it can contains page numbers of a journal's publication. <related> doesn't keep reference caption.

3. It's said in the rules: "Note 2: We designed the RelatedArticles block to deliver a better IV-reading experience to the users. The IV engine automatically checks whether articles in the <related> block have an IV, you don't need to worry about this. If pages have no IV, they will not be displayed. If this results in an empty block, it will not be displayed."
It will be a lot of links without IV and it will be inappropriate to lost references in a scientific-like publication.

In this case, more than related articles are references, highly essential for this type of article. They should not be removed, nor treated as related links since part of their content is lost.
