It's the information about certification standard that present in the article (located near author and reviewer in the header). In my opinion it should present in the IV too.
"certified by" block doesn't located in the article's body, so in my opinion is's acceptable to place it near the "disclaimer" block after the main text (they are both a kind of remark to the article)

The highlighted block is placed in wrong place. There is no "Certified by The Information Standard" before disclaimer block.
