This static site page doesn't enter under "1. IV Targets: Must Generate". Infact Telegram Sample Templates doesn't generate IV for cookies/legal/contact pages.

There is no clear indication in the source that this is the author.
Picking last "em" element for the author is a wild guess that I've already found not be always true.

It's part of the text (in fact it's also present in both meta description and meta object graph description) and its short format doesn't correspond to what we have as full author name.
To eliminate it you must do a wild guess with a matching regex that can lead to unpredicted results with any future articles that have a similar structure.

Anton makes a good point. If parsing the author's name cannot be done safely for all articles, then it is better to not parse the name and instead show the name how the original article shows it.

Yes, the name is part of the original article's text. It does not need to be removed.
