- If you'll open any link from this related list for example you can see that it's actually a dynamic list of "Latest articles from this category". For example, check this article: https://sakhalin.info/news/140930
The article is from 2017. Related articles are from 2019: https://telegra.ph/dynamic-04-08
And you can see that the first related article from that page https://sakhalin.info/news/140930 actually points to this page that you sent issue to. It was posted recently (27 Mar 2019), so it's 100% dynamic. And it's true for almost all the pages on this website.
Also there's other type of truly static related article, like here: https://sakhalin.info/news/155315
And I do include <related> block in this case. https://telegra.ph/static-04-08
I removed it because admins started to accept issues regarding dynamic related blocks: https://instantview.telegram.org/contest/kahawatungu.com/template63/issue6/

Checklist:
"Related articles are RELATIVELY static individual links or blocks of articles which are THEMATICALLY related to the current one."
This is our case, isn't it?
Especially for you, check with the checklist.
Maybe this:
- “More” blocks that show different links each time the page is reloaded. - NO
- (Consistently) random unrelated articles. - NO
- Dynamic lists of "Latest articles from this category”, “More articles by this author”, “Featured articles”, etc. - NO
- Lists of categories (links to dynamic lists). - NO
- External links leading to “Partner sites” (e.g., You won't believe what this game does to people!). - NO
Conclusion: these are related links. And they definitely need to make out as <related>
