It really looks like a one-off case. To be honest, I haven't seen the youtube link inside <video> tag before (on any of 30+ domains).

Is it only present on this particular page? Do you know other pages with the same problem?

Yes, the article is from 2016 (who is interested in it?). Even if there are other pages with the same problem, I doubt they use <video> tag to embed YouTube videos.
