- Man peace out. subdomains in this website are like separate websites. They have their own navigations and post types are not much alike. If this page's layout was the same as telegraf.rs it would generate IV automatically. In this case it's optional

There are no reasons to omit it from IV.
For example, I won on kurir.rs and I must generate IV for subdomain stil.kurir.rs.
Valid issues for that subdomain.
I must generate IV for a subdomain on other websites.
How topspeed.telegraf.rs and beogradnocu.telegraf.rs can be optional?
If you better look at the code you will see that these subdomains aren't much different then the main website, in compare with kurir.rs.
And as I wrote - all of the contestants did must generate IV for the subdomain.
