I don't know how they do it, but the article publication time doesn't lie. And it wasn't modified. Maybe they first publish an anticipation article and then after the live part is done they delete the old one and republish all the article in its entirety afterwards. "You do not know".
But the fact remains, this is a static article that was published and never modified.

1) in example you gave link to common article, not live-document, it's a bad example. you do not know how authors of various types of pages update them.
2) if you look at subtitle of this live-document, you will see that it says "TVBlog will follow live-broadcast starting at 21:25". Obviously it was written before 2019-02-22 21:25
3) there is no meaning in publication of timeline of the event afterwards, such items on news-domains are used exactly for live translation
