- This is not a footer, it's footnotes content, which is an essential part of the content. If you take a careful look at the original article, you will notice that there are dot-underlined emphasized phrases, when you click on them, a footnote is shown in a pop-up. As IV doesn't support such pop-ups, I place footnotes in a footer (which is generally a common practice) and link them with the referring phrases.

- I'm not sure what you're asking about. Please, describe the issue/question more in detail next time.
The only marked thing I see on the IV is an anchor. This particular anchor marks a paragraph containing a footnote link (emphasized word "проявлениях"). Once you click on the link, you will jump to the footnote in the footer. Then this anchor is needed to return back from the footnote to the reference.
