And admin say clerarly: "Since this text isn't identified as ...".
In this case text isn't identified as author or source, just <span>(this is not "reliably identify them").
So You mustn't make every span into <cite>.

In every /photo/ page (without exceptions) they are highlighted in code with <span> inside a figcpation, such as here:
<figcaption> Actual caption
<span> Media credits </span>
</figcaption>
"Credits in captions must be preserved and placed inside the appropriate tag, provided it is technically possible to reliably identify them."
And in other pages this template puts media credits in <figcaption> tag, instead of correct <cite>
