I suppose your template is missing a block of related articles. They can be found in the "По теме" block (@class="news-section") hence they are identifiable. Those articles are all directly connected to Skripals (just take a look at their titles), which makes them thematically related to the main one. Furthermore they are static enough - if you update the page, they won't change. So those articles are definitely related articles. According to Checklist, paragraph 6.3.2, they must me represented in IV: "It is obligatory to format “Related articles” <...>".
