Banner is missing

- (Note that it is an image, not a real form.) This page is a promotional page with a non-standard layout. I decided to support this type of pages (although it's not very article-like) insofar as it is reasonable to do it. But there can be ambiguous cases like this one. In this case, I would say, the banner is just a decoration element in addition to the existent link. So, if you will, it may be removed as per Checklist "Buttons removed (if the button is essential, it must be simplified into a link)" (https://instantview.telegram.org/checklist#4-content-to-be-removed).
And that not to mention "Banners removed" item of the said Checklist.
