Why? As you said, in this case from 2017, they use <h4> for lead text. Note that in the original, this text is in uppercase & has more letter-spacing. So, it has a specific emphasized style for a lead. I think we could convert it to bold or leave it as <h4>. I don't see any big problem here.

As Denis said there, "IV isn't for fixing/beautifying orginal markup on legacy pages. Not to say it's not possible to "fix" this anyway, it's way too giberish formating.
User would get about the same experience if he visits original."

Because they still use <h3> for regular text, I think all <h4> could be safely transformed into <p>.
