I dont know are you confused or trying to confuse admin but anyway there is no <iframe>

There is only <blockquote class=twitter-tweet>
And indeed should have <a href...> inside, but missing on source page.

But should template care about that?

I think no because:

Both checklist and documentation says that twitter-tweets should be handled by IV engine. If admins make it work this way, then it should work this way.
