This news website has a section for the local newspaper archive.

Each newspaper issue gets it's own page with a title, a collection of page scans and a block of related articles on this website.

It's a legitimate target for IV.

Note, that according to the Checklist, page scans – being the main medium –should not be presented as a slideshow.
