In the original article it is not. It makes no sense to divide articles into pieces.

- Those are not articles, they are part of the same article. Although it might not make sense to you, it did make sense to me -- they are used to delimit parts from one another in order to make them more easily readable. Because parts and steps have the same numbering system, it can get confusing especially since in IV the part number cannot be highlighted as in the original.
Aesthetic adjustments should not be considered valid issues.
