The problem with this video is although it could be technically retrieved direct link to it, it has "exp" parameter after that it wouldn't be available. Telegram uses caching for IV pages, so after some period of time link to video will be broken. Also it could and SHOULD be <iframe> as rules states (6.8.2), but iframe have "expires" parameter too.

AFAIK telegram also caches _processed_ page, with all iframes inlined, etc. You could remove "expires" from <iframe> which allows to work template with cached source page, but you couldn't remove "exp" from video itself, because it's not gonna work. It works here, in preview, cause it always loads fresh source page instead of cached.
