IV editor preview always shows time in UTC+0 timezone, while this news agency is located in Stavropol (UTC+3).
Not to say that there is no regions with UTC+0 timezone in Russia at all: https://en.wikipedia.org/wiki/Time_in_Russia

As far as I know, in the previous contest, issues based on the "wrong time", where the issuer tried to figure out the timezone based on the location of the office etc., were not accepted. What if the site uses UTC date but doesn't articulate that?

As for 6.1.2 – preference should be given to the time that is visible to the ordinary user who views the page in a browser.
