Image quality too low. 6.2.1 specifies: "If for some reason it is only technically possible to obtain low-resolution versions of images (lower than 320px) for a page, on which high-resolution images are available on the web, the page should not generate an IV." The image resolution here is 196px, which is far too low, especially as you set it as the cover image.

The image resolution here is 196px, which is far too low. Note that it is technically possible to get images with acceptable quality in this case (see for example my template), so that is preferable to not generating IV or using these low quality images.
