- The site is styled as code. They use "Entry#####" as header an noted string as description.

Entry16193 is not a title

- String "var Entry16193" is present on the page and it's above of the string "Чуть-чуть подправил код."
String "Чуть-чуть подправил код" is preceded by "desc:" which suggests that the following text is not title but the description.
While html-tag <title> contains text "Чуть-чуть подправил код" the visible to user information should have higher priority than invisible meta tags.
The web-site's pages are styled as java-code and the "var Entry16193" string is definitely part of the article. As it's on the top of the text i think it should be acceptable to use it as title.

- Indeed, this website uses a rather peculiar style, but preserving this style is not the task of the IV. The purpose of IV pages is to present the content of the site in a clear and consistent way.
The structure of those pages is such that the only really valuable content is the gif and its description. Presenting them as the title and a gif, like template #3 does, is preferable to the solution in template #2.
