- There's no universal rule on converting into pic that would fit all cases.
I convert images that are less that 200px on any side (we're talking about img height/width attribute of course, since there's no way to check actuall image size in IV template) into pics, which is pretty resonable in my opinion.

- Using only height to identify a pic is not a good idea.
The image has a 937x378 resolution available in the srcset. It's a regular image and must not be formatted as icon.

- Regarding screenshot: it seems the image placement isn't the template's, but the source's issue.

P. S. About the first issue: well, the problem is not with me, but with different admin's decisions on similar problems. I recently asked them to explain me what to do in such cases, and that what I got: https://instantview.telegram.org/contest/kirov-portal.ru/template20/issue2/
